Commercial Manager, Delivery
About the Role
As Commercial Manager, Delivery, you must continually and critically monitor the procurement and commercial aspects of their projects and determine strategies and actions to mitigate commercial risk and protect profit margins. Furthermore, working collaboratively with the project teams, the Commercial Manager is responsible for providing input in finding opportunities through value engineering, programme logic and procurement decisions amongst other things, to enhance project profitability.
Working within projects, the Commercial Manager is responsible for liaising with Project Leads to ascertain information and provide accurate and timely submission of commercial information to enable the project monthly reports, to meet finance deadlines. The Commercial Manager will be responsible for managing cash flow and cost to complete forecasting for all projects.
Key Responsibilities:
Lead all commercial and contractual aspects throughout the tendering process, ensuring robust risk assessment, clear communication of requirements, and alignment with organisational objectives.
Conduct comprehensive risk assessments, pricing both technical and commercial risks, and evaluating contractual exposures to ensure tenders are competitive yet protective of the company’s interests.
Refine and optimise procurement strategies following contract award, leveraging market intelligence and lessons learned to improve contracting outcomes, supplier relationships, and value delivery.
Review and validate project scope, interfaces, contract conditions, and employer requirements prior to tendering, ensuring all documentation accurately reflects project needs.
Prepare and coordinate documentation for internal and external approvals, including Requests for Approval, Contract Approval Forms, and supporting schedules, ensuring all stakeholders are informed and aligned.
Track and analyse design and delivery performance of consultants and contractors, focusing on early indicators of potential issues and proactively addressing deviations from plan.
Maintain rigorous control over project budgets, ensuring all expenditures are tracked, justified, and aligned with financial objectives to maximise profitability.
Manage change control processes efficiently, ensuring all project changes are documented and approved in accordance with company procedures.
Support the selection and performance review of contractors and consultants, ensuring rigorous evaluation against technical, commercial, and compliance criteria.
About you
You’re a commercially astute and analytically strong professional with extensive experience managing the commercial and procurement aspects of complex construction or infrastructure projects. With a solid grounding in quantity surveying and contract management, you thrive in project‑based environments where protecting margin, managing risk, and driving value are critical. You bring a disciplined approach to cost control, cash flow management, forecasting, and reporting, ensuring commercial data is accurate, timely, and aligned with finance and governance requirements.
You work collaboratively with Project Leads, consultants, and contractors, contributing meaningful insight through tendering, procurement strategy, value engineering, and programme logic to enhance overall project profitability. Confident navigating complex contractual arrangements, you are comfortable leading commercial negotiations, resolving disputes, and managing change control in line with company procedures. Clear, credible, and influential in your communication style, you can translate complex financial and technical information for a wide range of stakeholders, including senior leaders. Detail‑oriented, accountable, and improvement‑focused, you take ownership of commercial outcomes and are motivated by delivering high‑quality results that protect value and support long‑term business objectives.
Key Requirements:
Advanced and up-to-date knowledge of Quantity Surveying principles, including cost planning, value engineering and commercial management for complex construction and infrastructure projects.
Strong understanding of contract law, procurement frameworks, and industry regulations, including recent developments relevant to the sector.
Proven ability to build and maintain collaborative relationships with clients, consultants, and contractors.
Expertise in identifying process inefficiencies and implementing best-practice solutions, leveraging benchmarking, lessons learned, and industry standards.
Exceptional accuracy in cost analysis, contract review, and compliance checks ensuring all commercial outputs are precise and reliable.
Demonstrated ability to take full responsibility for commercial deliverables and outcomes. Ensuring tasks are completed correctly and on time.
Strong decision-making skills under pressure, ensuring timely and correct execution of tasks.
